Sida's Legal Unit is looking for a Legal Advisor for a permanent position with a focus on IT and digitalization law, including but not limited to AI, information security, data protection and regulatory compliance, as well as public procurement and commercial contracts regarding IT solutions.

Sida is a government agency that contributes to implementing Sweden's policy for global development. The Legal Unit is part of the Administration Division, which, alongside legal matters, is responsible for procurement, accounting, documents and archives, quality assurance and investigations, as well as internal governance.

The Legal Unit is responsible for the agency's legal matters and contributes to ensuring good legal quality in development cooperation and in Sida's internal administration. This also includes legal support for the development cooperation conducted at Sweden's foreign missions (embassies, etc.) as well as Sida's guarantee activities. The Unit is responsible for Sida's contract templates for our cooperation partners, including multilateral organizations, reviews draft contracts before decisions are made, and has a coordinating responsibility for the agency's internal regulations. The lawyers also conduct internal training.

Currently, 20 employees work at the Legal Unit, one of whom is the agency's Data Protection Officer. The Head of Unit is also Sida's Chief Legal Counsel. All employees within the unit are located in Sundbyberg.

About the Job

The Legal Advisor's main area of work is legal advice on matters concerning contracts, commercial law, and administrative law, including public access to information and secrecy issues, and public procurement. The current position is intended to collectively at Sida be responsible for legal matters concerning digitalization and IT law, including but not limited to AI, information security, data protection and regulatory compliance, as well as procurement and commercial contracts regarding IT solutions, and to work closely with the parts of Sida's operations responsible for IT and digitalization issues.

Responsibilities

  • Collectively responsible for advice regarding the agency's IT legal matters, including e-government, data protection (GDPR), information security, cybersecurity legislation (NIS2) and the EU AI Act, as well as reviewing to ensure regulatory compliance.
  • Provide legal support in the procurement of IT and digitalization solutions according to the Public Procurement Act (LOU), as well as negotiate and draft complex commercial IT agreements, including SaaS, license, and cloud service agreements.
  • Provide security protection legal support related to the agency's security-sensitive operations and act as legal advisor in cyber and personal data incidents, including assessment of reporting obligations, in close collaboration with the Division for Digitalization and Security and the agency's Data Protection Officer.
  • Draft legal investigations and provide guidance within the agency on complex issues.
  • Contribute to innovative and legally secure method and development work within your own area of work and in the agency's overall operations related to data protection, digitalization, and IT law.
  • Train employees within the area of work.

The work is carried out both independently and in collaboration with others and requires self-motivation, initiative, integrity, as well as the ability to collaborate in a group and take joint responsibility with others at the agency.

Qualifications

Education

  • Law degree (270 ECTS) or equivalent.

Language

  • Very good skills in Swedish and English, both spoken and written.

Work Experience and Knowledge

  • At least 3 years of experience in qualified legal work from, for example, courts, government agencies, law firms, or equivalent.
  • Multi-year and documented experience in qualified work with IT law within several of the areas: e-government, data protection, information security, AI, and regulatory compliance.
  • Experience in negotiating and drafting commercial IT agreements, e.g., SaaS, license, and cloud service agreements.

For this role, it is meritorious if you

  • Have experience of legal work in the public sector as well as good knowledge of administrative law and public access/secrecy.
  • Have experience of security protection law and work in security-sensitive operations.
  • Have in-depth knowledge of information security and legal issues within the AI field.
  • Have knowledge of and experience in public procurement (LOU) related to IT and digitalization.
  • Have experience training employees within your own area of work.
